Uruguay is becoming an increasingly attractive destination for people from Europe and the United States considering establishing residence outside their home countries.

Institutional stability, legal certainty, quality of life, and a tax regime designed to attract new residents are among the factors driving this growing interest.

This trend has recently gained further momentum: Uruguay was ranked first in the 2026 Global Retirement Index, ahead of traditionally popular destinations such as Spain and Portugal.

Legal residence and tax residence: two different concepts

One of the first points anyone considering moving to Uruguay should understand is that legal residence and tax residence are not the same thing.

Legal residence refers to the immigration status that allows a foreign national to formally establish residence in Uruguay. Different permanent and temporary residence categories are available depending on the applicant's nationality and individual circumstances.

Tax residence, on the other hand, determines the country in which an individual is considered resident for tax purposes.

In Uruguay, tax residence may be established through several criteria, including:

  • spending more than 183 days in Uruguay during the calendar year;

  • having the main center of activities or vital interests in Uruguay;

  • making certain qualifying real estate or business investments in the country.

For example, one of the criteria involves a real estate investment exceeding 3,500,000 UI, made on or after July 1, 2020, combined with physical presence in Uruguay for more than 60 days during the calendar year.

A particularly attractive tax regime for new residents

From 2026, Uruguay further strengthened its tax regime for individuals who become tax residents of the country.

Under the current rules, individuals who acquire Uruguayan tax residence on or after January 1, 2026, subject to the applicable requirements, may elect to be taxed under the Non-Residents Income Tax regime (IRNR) on certain foreign-source investment income for the year in which they become tax residents and the following ten fiscal years.

This makes tax planning before changing residence particularly important for business owners, investors, professionals, and individuals with international assets or investments.

Why Uruguay?

For Americans and Europeans considering alternative countries of residence, Uruguay offers a combination of features that are not always available within a single jurisdiction: democratic and institutional stability, legal certainty, freedom of capital movements, access to quality services, and opportunities to properly structure tax residence.

There is also an important distinction to keep in mind: moving to Uruguay, obtaining legal residence, and becoming a Uruguayan tax resident are separate matters. Each situation should be analyzed individually, taking into account the number of days spent in the country, family circumstances, investments, economic activities, and the individual's previous country of residence.

Plan before changing your residence

Proper international planning should take place before the change of residence is completed.

It is not enough to determine whether an individual qualifies for residence in Uruguay. It is also important to consider the tax consequences in both Uruguay and the country of origin, applicable double taxation treaties, international assets, and the structures through which investments, companies, and other assets are held.

At GRO Contadores & Asociados, we advise foreign individuals and companies seeking to establish themselves, invest, or conduct business in Uruguay, coordinating the tax, corporate, and accounting aspects required to properly structure their arrival in the country.

Are you considering obtaining legal or tax residence in Uruguay? An assessment before making the move can help determine the most appropriate alternative for your personal, financial, and business circumstances.
